Utility Neutral-to-Earth Voltage (NEV), often referred to as stray voltage, is the electrical potential difference between the grounded neutral conductor and the earth. It is an inherent characteristic of power distribution systems where the utility neutral is grounded at multiple points.

In a correctly bonded and grounded system, this voltage difference should be minimal (typically less than 2 to 10 volts), indicating that all objects are at the same electrical potential.
